Public Housing, RAD & Mixed-Finance Portfolio Management Strategies

According to a 2010 HUD study, the public housing capital backlog reached $26 billion that year and has grown by approximately $3.4 billion per year.  The enormous scope of physical needs creates a unique set of asset management challenges for public housing portfolio managers.  This panel will explore how PHAs and their private-sector joint venture partners are leveraging the Rental Assistance Demonstration (RAD) Program and other portfolio management strategies to re-position and recapitalize public housing and mixed-finance assets.

Affordable Healthy Housing – Living in a Material World

Asset managers face the challenge of managing affordable housing that promotes positive health outcomes for residents while meeting the needs of investors, regulators, and the bottom line.  Building materials commonly used not only during new construction and renovations but also during ongoing operations and unit turns (paint, flooring, countertops) often contain hazardous chemicals that are known asthmagens, carcinogens, and endocrine disruptors.  The good news is that better options at affordable price points are available on the market today, and affordable housing owners can influence the market to provide greater transparency and increased availability of healthier alternatives.  In this session, panelists will share leading research into preferable building materials and examples of affordable housing providers who are actively mitigating their risk from health exposures at their properties.
